  MEASURES FOR INDIVIDUALS (ART 54 DL 18 OF 17/3/20)

Solidarity Fund: valid for loans for the purchase of the first house. Customers who own a mortgage for the purchase of their first home can request a suspension of instalments for up to 18 months. It is necessary to meet the requirements and fall within one of the reasons provided for by the “Solidarity Fund for mortgages for the purchase of the first home”. Decree Law n.18 of 17 March 2020 temporarily abolished the presentation of the ISEE and gives the possibility also to self-employed and freelance workers to access the fund. The latter will have to fill in a self-certification in which they declare a decrease in turnover of more than 33% in any quarter of 2020 (compared to the last quarter of 2019) following the closure or other restrictions of their activity for the COVID-19.

The Bank has decided to extend the possibility of the suspension of instalments until 30 September 2020 also to customers with mortgage or unsecured loans who do not meet the requirements for access to the Solidarity Fund. In order to request the suspension of instalments, clients must contact their manager/branch office, which will indicate how to apply for the suspension.

 MEASURES FOR BUSINESSES (ART 56 DL 18 OF 17/3/20)

Measures contained in the Cura Italia decree: micro-enterprises, small and medium-sized enterprises that self-certify that they have suffered temporary liquidity shortages as a direct consequence of the COVID-19 may apply:

  • the maintenance of revocation credit facilities and loans granted against advances on loans existing on 29 February 2020 or 17 March 2020, whichever is the earlier;
  • the extension until 30 September 2020 of non- instalment loans due before 20 September 2020
  • the suspension of the instalments of loans or lease payments until 30 September 2020 choosing between the suspension of the entire instalment or the capital portion only.

 MEASURES FOR BUSINESSES (ART 13 DL 23 OF 08/4/20)

Measures to support liquidity through the banking system:
Customers are informed that DL 23 of 08/4/20converted into Law no. 40 of 5 June 2020, published in the Official Gazette no. 143 of 6 June 2020, has introduced important new measures to support liquidity through the banking system and access to the guarantee of the Central Fund for SMEs. We invite all interested companies to contact their branch for more information.

In particular, the article in paragraph 1, letter m, provides for the issue of a public guarantee equal to 100%, on new loans granted by banks with a maximum duration of 610 years (with a minimum grace period of 24 months) in favour of micro, small and medium enterprises, natural persons carrying on business activities, arts or professions, professional associations and companies between professionals as well as insurance agents, insurance subagents and brokers registered in the respective section of the Single Register of Insurance and Reinsurance Intermediaries for a maximum amount of € 25,30,000 and in any case not exceeding 25% of the revenues of the beneficiary. The amount of the financing may not be higher than either:

a) double the beneficiary’s annual salary expenditure for 2019 or the last year available;

b) 25 % of the total turnover of the beneficiary in 2019, as shown by the latest balance sheet or tax declaration submitted at the date of submission of the application or by self-certification if the previous ones were not yet available;

In order to ask the bank for the evaluation and the possible granting of the above mentioned loan, it is necessary to send a request to the bank:

  • funding application form
  • the application form for SME Guarantee Fund cover
  • 2019 financial statements filed or last tax return submitted; if the final 2019 figures are not yet available, submit self-certification on 2019 turnover in accordance with Article 47 of Presidential Decree no. 455 of 28/12/2002
  • for beneficiaries established after 1 January 2019, a self-certification pursuant to Article 47 of Presidential Decree no. 455 of 28/12/2002 or appropriate documentation (such as the annual VAT return) proving the amount of such revenue must be submitted

The financing and guarantee application forms must be completed and signed and provided to the bank, via Certified E-mail (PEC) to segreteriacrediti@pec.solution.bank or by Ordinary Mail to your reference branch, with a valid identification document of the subscriber attached.

Until 31/07/2020, ONLY for CONSUMER CUSTOMERS (no VAT number, no Freelance Professionals and no Company/Company) contracts can be exchanged by ordinary mail, provided they are accompanied by a photocopy of your identity document. The hard copy must be collected at the first possible opportunity. Such contracts may not be challenged for nullity.

  AGREEMENT FOR THE ADVANCE PAYMENT OF SALARY INTEGRATION ALLOWANCES

SOLUTION BANK adheres to the ABI convention for the advance payment of the redundancy fund to workers. Following the latest ABI and INPS circulars, the agreement provides for the disbursement of support for the forms of advance payments to be made through a dedicated cc, intended to receive a loan, for each of the two types listed below:

  1. Social advancement of salary integration treatments Ordinary (CIGO) and in derogation (CIGD) due to the health emergency Covid-19 (Articles 19 to 22 D.L. 17 March 2020, n. 18)
  2. Social anticipation of extraordinary wage integration treatments (CIGS).

The agreement refers to the recent measures of the Cura Italia decree and provides for a lump sum advance on current account up to a maximum of €1,400. The loan will be repaid upon payment by INPS of the expected indemnity or, in any case, within 7 months of disbursement.

If you are a client of Solution Bank and you want to request the advance payment of the redundancy fund, write an email to your branch of reference, requesting the opening of a dedicated current account (which must be communicated to the employer), and then deliver the following documents:

  1. based on the salary integration treatment chosen
    • ANNEX A – for requests for advance payment of the ordinary salary supplement ex Covid-19 (CIGO and FIS)
    • ANNEX B – for requests for advance payment of wage subsidies in derogation ex Covid-19 (CIGD)
    • ANNEX C – for applications for advance payment of the extraordinary redundancy benefit, including by way of derogation for other reasons (CIGS/AOFS ordinary cheque other Solidarity Funds)
    • ANNEX FSBA – for requests for advance payment of ordinary cheques made by FSBA
  2. Copy Model INPS SR41 for the CIGO (which replaces Annex A3), or for the CIGD and CIGS it is sufficient the employer’s attestation already contained in Annexes B3 and C3 that the worker’s IBAN has been included in the communications sent electronically to the INPS/FUND
  3. Receipt Issued by INPS (or the FUND) following the submission of the application for salary integration (certificate of submission of the application) of the Company
  4. Copy of identity document and tax identification number
  5. Last paycheck copy
  6. Copy of residence permit, in case of foreign worker;
  7. In the case of an employee of a Company not associated with the undersigned parties, a declaration by the employer to share and adhere to the principles, criteria and instruments provided for in the Convention.
